Adrienne C. Williams
Adrienne C. Williams, Esquire, is the Chief Executive Officer and co-founder of Williams, Bailey & Associates, LLC “WiBa”. For the past 2 years, Adrienne has worked as a management consultant for New York State, with current assignment as Program Manager for the Governor’s Office of Storm Recovery, Affordable Housing Fund and Affordable Rental Opportunity programs.
Adrienne has a skill set transferable among multiple disciplines. Before moving into consulting, she worked as Counsel on matters related to the subprime mortgage crisis, oil and gas leasing; and broker manipulation of the financial exchange market. Adrienne also worked for the Chief Financial Officer for the US Department of Housing and Urban Development Headquarters and completed 2 legal internships in the Office of Healthy Homes and Lead Hazard Control and the Office of Sustainable Housing and Communities. Her most memorable career experience was the 2 semesters she spent working as an adjunct professor for the Professional Business College of Manhattan GED/Associates program.
Adrienne’s educational background includes a Juris Doctor (2011) from Thurgood Marshall School of Law, Texas Southern University, a Master of Public Health degree (2006) with emphasis in Environmental and Occupational Health from Florida Agricultural & Mechanical University, and a Bachelor of Social Work degree (2003) from the University of Mississippi. She currently holds a license to practice law in the state of Texas.

Sarah J. Bailey
Co-founder and Chief Operations Officer, Sarah J. Bailey, has nine years of leadership and management experience in the public sector which includes leading a school with a staff of 50+ employees for a five year period. The skills Sarah acquired during her 11 years as a public servant prepared her to support constituent agencies as a management and improvement consultant within the State of Mississippi.
Sarah’s skillset enables her to provide professional services in the areas of strategic planning, logistics, organizational improvement, leadership development, program evaluation, data systems and analysis, process improvement, accreditation, compliance, and budgeting.
In 2014, Sarah founded a consulting firm which focuses on providing management and improvement consulting services to regional and local agencies. During that same year, Sarah acquired an independent contract to provide technical assistance to the state education agency in Mississippi and over 15 Mississippi local education agencies in alignment with the identified needs, goals, and objectives of each entity. Sarah has continued to fulfill those contracts for the 2015, 2016, 2017 fiscal years.
Sarah pursued her post-secondary education at The University of Mississippi earning a bachelor’s and master’s in mathematics education as well as a specialist degree in leadership. She is currently studying to earn a Ph.D. in leadership.
